The project is being developed by Naying DSC Power. DSC and Government of Arunachal Pradesh are currently owning the project having ownership stake of 89% and 11% respectively.

Naying is a run-of-river project. The hydro reservoir capacity is planned to be 82 million cubic meter. The gross head and net head of the project will be 285m and 245m respectively. The total number of penstocks, pipes or long channels that carry water down from the hydroelectric reservoir to the turbines inside the actual power station, is expected to be 2 in number.
